Online Therapy and Virtual Outpatient Care for Chico, Redding and the North State

Blackburn Clinical Services offers Chico, Redding, Paradise and Oroville adults therapy and the Concierge Outpatient Program, an individualized alternative to IOP, by secure video for clients located in California. What does Blackburn offer North State clients by video?

  • No North State office: we do not have an office in Chico or Redding; care is by secure video. Mar Vista, Los Angeles, is about 438 miles from Chico and 504 from Redding in a straight line.
  • One-on-one therapy, weekly or more often.
  • Concierge Outpatient Program: generally 3 to 5 hours of individual care a week, no groups; therapy, psychoeducation, coaching and case management by video.
  • Psychiatric care: can be arranged.

How do wildfire memories and smoke seasons affect the North State?

Few places in California have lived through as much fire. The November 2018 Camp Fire destroyed most of Paradise, in the foothills just east of Chico, and earlier that year, in July, the Carr Fire burned into neighborhoods on the west side of Redding. Many families moved to Chico, Oroville or Redding afterward, and many still carry it: startle at sirens, dread every red flag warning, grief for a town that is still rebuilding. Smoke from fires elsewhere often fills the valley through late summer and fall. Our trauma and PTSD and grief counseling pages describe how we help.

Why is distance such a big factor here?

Chico had about 108,113 residents on January 1, 2026, in a Butte County of about 208,941; Redding had about 94,294 in a Shasta County of about 181,934, per the California Department of Finance. Outside those cities, the region is ranches, orchards, small mountain towns and long stretches of Interstate 5 and Highway 99. A private, one-on-one outpatient program within an easy drive is rare, and a group IOP can mean an hour or more each way several days a week.

Small-town privacy is the other issue. In a place where people know your truck, your family and your employer, walking into a local clinic can feel exposed. Video from home, with no groups, keeps care private.

What about Chico State students?

Chico State runs on semesters, with finals in December and May. The college-town social scene can make heavy drinking feel normal, and some students arrive from far-away parts of the state with no family nearby. Chico students located in California can see us by video, and we write leave of absence and return evaluations when clinically appropriate. Parents can start with help for parents of a struggling college student.

What public behavioral health lines serve Butte and Shasta?

  • Butte County Behavioral Health: 24/7 Access Line at 800-334-6622 (toll free) or 530-891-2810, with a brief screening during business hours (Butte County).
  • Shasta County HHSA Access: 530-225-5200 or 1-888-385-5201, the first point of contact for mental health service information, screening and referrals; after 5 PM and on weekends, the CARE Center at 530-691-4446 handles urgent non-emergency needs (Shasta County).

Do you need the program or weekly therapy?

Weekly therapy fits most people. The program fits after residential treatment, when drinking or drug use and depression are feeding each other, or when the nearest group IOP is too far to attend. It is an alternative to IOP, never a group. See the virtual outpatient program and dual diagnosis pages.

When are sessions and how do you pay?

Monday to Friday, 9 AM to 5 PM, plus some Saturday therapy appointments. Be in California for each session; a trip into Oregon or Nevada means a new time. We are private pay and do not bill insurance; we issue superbills for reimbursable services. See the private pay FAQ, fees and telehealth therapy across California.
