What can Sacramento and Davis clients get from Blackburn?

- One-on-one therapy, using CBT, DBT, ACT and other evidence-based approaches.
- Concierge Outpatient Program: roughly 3 to 5 hours weekly, individual only. By video: therapy, psychoeducation, coaching and case management.
- Psychiatric care: can be arranged.
- Not by video: Brainspotting, which stays in our Los Angeles office.
How do the capital’s work rhythms show up in therapy?
Sacramento is growing. The city had about 539,765 residents on January 1, 2026, up 1.3 percent in a year, and the county about 1,628,349, according to the California Department of Finance. A lot of that population works for the state, for agencies that contract with it, or around the Legislature.
That gives the year a shape. Budget season in spring, the end-of-session crunch in late summer, and changing rules about remote work and office days all land on the same people. State employees, legislative staff, lobbyists and attorneys tell us about anxiety that spikes on deadline weeks, irritability at home, and drinking that became the way to come down. People in public service often worry about who will see them walk into a clinic; video and a one-on-one format solve most of that. Our professionals page describes how we work with demanding schedules.
The region also has heat. Valley summers regularly push past 100 degrees, people stay indoors for weeks, and smoke from fires elsewhere in the state can keep everyone inside again in the fall. Low mood that tracks the season is worth mentioning when you call.
What about Davis and the UC calendar?
Davis is a college town of about 66,002 people inside Yolo County, which has roughly 225,904. The UC campus there runs on the quarter system, so ten-week terms move fast and finals arrive in December, March and June. Students and graduate researchers often call in week six or seven, when a slipped quarter starts to feel unrecoverable. Davis students located in California can see us by video, and we can complete leave of absence and return evaluations when clinically appropriate. Parents can read help for parents of a struggling college student.
Which county line should you call for public services?
| County | Public line | Notes from the county |
|---|---|---|
| Sacramento | Mental Health Access Team 916-875-1055; 24-hour toll free 888-881-4881 | Determines the level of service needed, then connects you to a provider |
| Yolo (Davis, Woodland, West Sacramento) | Adult mental health (530) 666-8630; substance use (888) 965-6647 | Yolo HHSA screens for mental health and substance use disorders |

Do you need the program, or is weekly therapy enough?
Weekly therapy fits most people who are functioning but struggling. The virtual outpatient program page explains the step up: when drinking or drug use and mood problems are feeding each other, after a residential stay, or when a group IOP would mean leaving work. The program is not an IOP; it is one-on-one and flexes with need. If both mental health and substance use are in play, read about dual diagnosis care.
When are sessions, and where do you need to be?
Weekdays from 9 to 5, with a few Saturday therapy slots. Many state workers use a telework day or a lunch hour in a closed room or a parked car. You need to be inside California at the time of each session, which is easy here but worth remembering on a Reno weekend.
How does payment work?
Blackburn does not bill insurance. We supply superbills for reimbursable services for possible out-of-network reimbursement. See private pay therapy in California and fees and insurance, or start with telehealth therapy across California.
Questions from Sacramento and Davis clients
Do you have an office in Sacramento or Davis?
No. We do not have an office in Sacramento or Davis; care is by secure video. Our only office is in Los Angeles.
I work for the state. Will anyone at work know I am in treatment?
We do not contact your employer. Coordination with anyone else happens only with your written permission, and sessions are by video at a time you choose.
Can a UC Davis student work with you during the quarter?
Yes, by secure video while the student is located in California. If a quarter falls apart, we can evaluate for a leave of absence or a return.
Is the Concierge Outpatient Program an alternative to a Sacramento IOP?
Yes. It is one-on-one, usually 3 to 5 hours a week, with no groups, and it is not an IOP. The plan adjusts to clinical need.
Can I get psychiatric care?
Psychiatric care can be arranged and coordinated with your therapist. We explain how when you call.
What is the Sacramento County Mental Health Access Team number?
916-875-1055, or 888-881-4881 toll free, 24 hours. Yolo County residents use the Yolo HHSA lines instead.
